increasing the size of the city - Cruise Boat

About one hundred cruise boats visit Amsterdam each year. They dock at the Passenger Terminal in walking distance of the historic city centre. These boats bring about 200.000 temporary citizens from all around the world. As a consequence the population built up briefly changes and the economy is stimulated. Until now it is the tourists who make use of the facilities of the city. But what if we flip it and see these floating mega structures as facilities for the city? Than they become instruments to enable quick and relatively easy growth. For example in creating a floating temporary Olympic village.
